Finally got it figured out, this is why i was having issues, found this in the center of the wheel hub laying sideways, took a little bit of work to get it out

Don't leave it out! That's what carries the inner race load from one bearing to the other. Set it back in there straight.

Otherwise you will end up with axial load on the bearings and they'll die.
