rebuilding forks

Hi all
Im rebuilding forks that were disassembled years ago and I'm trying to get them back together. My question is does the little boot or tapered spindle go onto the bottom of this tube like shown? My Clymersshows it going on before it goes into the fork tube.

thanks! I'll look for it. I searched and found a few threads about the tapered spindle. I'll check the tech section.
