steering head bering race protrusion?

Did my diligence, and it appears there is supposed to be...some... protrusion in the top bearing race above the frame neck.

Could someone kindly indicate if the distance in the following pic is about right? Yes, its a bit rusty; you should have seen it before! I am trying to fit another triple tree/forks, and I did not want to beat a new race in, and then have to demo it for powdercoating and buy another new one for re-install.

omg. When you put the races and the bearings in, did you grease them? that is bad. I do hope you replace those races. they will grind the bearings to nothing in no time. But yes, they stick up that far.
