Iirc, #3 is the starter cutoff In case you accidentally bump the button, it won't spin the starter when the engine is running. The other two things are relays, headlight and maybe horn?
#3 is the safety relay, controls headlight and starter over run. #1 is the sidestand starter interlock relay from an 82-83 heritage. Not sure on #2s original use but it's also a relay. If you are doing a bobber or other custom they won't be used.
