What is this coming out of my rear drum brake?

The original brake shoe lining wear indicator switch - basically it lit up a dash light to let you know when your brake linings were wearing out. Most people ditch them.

You'll need to leave the switch in there or else you'll be left with a hole in the hub. Just take the wire off. Finding a bolt to plug the hole is rather difficult because it's a pretty large diameter and has a very fine thread.

Yes you can weld it up.
