Wheel lock?

Hi, I have a '78 standard and i noticed that there is another lock on the left side of the neck on the frame. Is this a wheel lock? I tried using the keys I currently have that work with the tank and ignition to turn it but to no avail. Didn't know if there was a trick to it. Also, it seems if I turn the wheel to the left then i don't have access to it. Seems counterintuitive since that's where it be if I wanted to lock it. Please forgive my ignorance if I'm missing something :)
 
Probably rusted, frozen, yes it's a fork lock its a push and turn deal. it slides a pawl through the neck into a slot in the stem (or very similar LOL) that prevents the fork from turning.
 
Yes, you have to push it in before it'll turn and to do that, the wheel has to be turned to the right just right so the holes align.
 
I've tried and tried but to no avail. Oh well, might have to hit it up with some WD40. Anyways, nice to know what it is :) Thanks!
