I have done plenty of measuring and adjustments. I think I have found a contributing factor - 8 dome nuts on the top end of my girder forks all were loose, yes finger-turning loose. Tightened properly with washers (yes no washers under there, thanks, PO) the alignment is a great deal better, but still a tad floppy to the left. it may be I need to tighten those dome bolts in a sequence.
As for the measurements I can see nothing other than the possibility that the wheel was spaced with a bias to the chain side to match-up with the drive sprocket.
