Yes, but it is tight on some. Stand the needle upright on a block of wood and just firmly push the plastic washer down, gripping it with your finger and thumb. It's only tight for a little way until you hit the needle taper, then it gets loose and drops right off.

Yeah, it does. best method is soft cork then wood for the tip, place thumbnails on plastic piece, make sure you're straight, push down on plastic piece. It's usually stiff but once you get it moving, it's fine.
