Axle question? N coil

Well this is my bike so far, and i was wondering once i put my chain on and tighten the tensinors, my rear wheel shouldnt move right?, i have the anchor on it to. Also my coil is not giving a spark off and i was wondering if there is a way to check the coil or the plug wires cause i dont want to pay 40 dollars for a new coil if its just the wire that are bad
