Behind kick start shaft.

Stripping the motor down, behind the kick start shaft I find this area that's been cut out...... (see picture) Anyone any idea what/ why this is/ was/ has been cut/ bodged?? Is that a pin that looks sheared?

Those may just be factory marks, although a bit more crudely done than the ones in this pic .....

There was no pin there so nothing has sheared off.
