Two things.

If I need a blind plug, and only a blind plug, for the right side of my 80 xs650, on the left side of the carb, I see that they're like 1 or 2 dollars, but they all come with one to two week shipping that's $10 or more. Where can I get one now for cheap?

Also, I know I'm missing the blind plug, but after the engine warms up, I was riding today and I had bad hanging rpms, with the clutch pulled in, at a stop light, it was running at a steady 4000, then into first gears it drops back to normal, also in neutral it's around 4000, is this common? Or my missing blind plug the problem? Or does my carb need work to it?

Thanks in advance for reading!

This right here,

Yeah. get that covered and it'll make a big difference.
I'm running a single aftermarket petcock that doesn't need the vacuum from the left barb to function, so I, like some others, have linked the 2 barbs together with a bit of vacuum line......seems to help balance the carbs out a bit or it may be my imagination. Anyway, get them covered so's ya don't have a vacuum leak.
