crank bearing?

Im rebuilding my motor and while installing the crank I realized one of the inner bearings is moving freely while the other bearings sit tight, what could be my issue?

All the bearings should spin freely.

Like i PM you All the bearing have a slot to fit in and if the pin is broke off you got a problem to correct.
