blinkers, neutral light, PMA, Pamco/Probe, vacume switch to turn on lights after engine is running, rephased

is it correct? would it be better to have the key switch turning off power to PMA and well as the fuse block, i'm thinking so?

Your fuse between the reg/rec and battery/cap is in the wrong place. The red wire from the reg/rec should go straight to the battery/cap. The fuse goes between the red wire and thwe key switch.
With it the way you have it if the fuse blows the reg/rec will not be controlled and the voltage can spike to 20+ volts and burn out the res of your electrics.
Clever thing with the VOS to control the lights.
