Do I have a clutch issue?

The clutch on my neewly bought 77 XS650 feels quite good. The whole thing was rebuilt to years ago and it's used just a few miles after that. There are no problems when I'm riding and I always find neutral. I started the bike on the center stand last night and put it into first gear with the clutch engaged. The back wheel started spinning. It's not enough to make the bike go forward with the back wheel on the ground, and I can stop it using my hands. Is this supposed to happen or do I have a clutch issued going on here?
 
There is very little clearance between the plates of the clutch with the lever pulled, the oil between them holds well enough to spin the back wheel.
That's with the lever pulled, that's disengaged. Engaged is with the lever out. If you can stop the wheel with the lever out, in gear your clutch is not working right at all or your one strong fellow. If you can the engine should stop too.
With the lever pulled yes, you should be able to stop the wheel from spinning.
