I got my 81 back from getting a top end rebuild and have a very loud top end tic. I had a scored piston so we got new 50mm over pistons for 650 central. I have run the valves and they are set to my books spec. I just checked the cam chain and it was a bit tight so I have adjusted it so the plunger is to the end of the adjuster nut. Now when I was adjusting, I started the motor and you can see the plunger moving. So I put my finger on the plunger and push (while running) and the noise almost goes away. So what is the problem if the chain is adjusted correctly?

On the cam chain tensioner there is a damper washer. Some years used a thin copper washer, others a composite washer, steel and rubber together.
You need to pull out the tensioner adjuster. It unscrews from the body. Once out pull the plunger out of the adjuster screw. Between the plunger and screw is where the damper goes.
Mike's sells the composite damper, item #18-0873.
