Fourth Starter Gear Seal?

My 650C starter would not work. A mechanic has found a broken return spring in the Starter Motor Unit. I am able to source a new spring but the mechanic questions whether the Fourth Starter gear is supposed to have a seal fixed to it to keep the spring in place. I cannot identify this on photos in Mikes XS and the "Starter Gear Fix" article on this forum. :confused: The other side of the gear has a rubber seal fixed to it. (see photos of the gear taken from my bike)

Short answer yes rubber 2 sides.
Hope the pics help.
One the one side it cushions where the 4th gear fits the recess of the other gear.
On the other side it not only cushions but centers the coil spring.
Or that is my assumption.

The rubber is just to cushion the gears when they move. To keep the noise down. They work fine with out any, just make a bit more noise. I doubt you will ever hear it though, to many other noises to cover it up.
Just run it.
