dontcha just love those POs and their bright ideas?
Don't worry about using overlength fork tubes if you are offered a nice set for a bargain.
If you don't want that stretched-out look you can let them stick up through the fork triple trees like Rugby goalposts if you use setback blocks to move the bars out of the way. Or even put clip-ons above the upper 'tree.

About 30 inches, As I recall just answering a very similar question a few days ago. I think the actual length is 29 7/8 inches.
