What year is this motor code 8650 01XXXX?

What you are seeing as the number 8 is probably the letter S. If so, you most likely have an xs1b engine. It shouldn't have an electric start,

It does have electric start.

Look at the rear of the motor, where the engine mounts are. There should be a number stamped by the top engine mount on the upper half of the crank case, and the same number should be stamped below it on the lower half of the crankcase. Also, does the left front valve cover have three or four studs?

Looked at the wrong case that motor is a 71.
