Help with fork/wheel swap

I have a 1980 xs650 and I want to run a 21" front wheel. I would love to find a wheel I can swap out without much work, or I would also be willing swap the whole front. I want it to be as easy as possible. So far the info i am finding is mostly on inverted forks, while I'm not against using them, I'm looking for something that's gonna bring my front end up a little. So does anyone know any quick swaps for either?

Going to the 21 inch wheel looks good but it won't change the ride height much.
The stock 100/90-19 tires is about 26 inches tall. A 3.00-21 is about 27 inches tall So half way between the wheels it only lifts the bike about 1/2 inch.
