Low Headlight Voltage

3 Volts on my low beam. Grounds are good. Any ideas on where I should start looking?

I should also mention that it worked fine until I hooked up a different left side handlebar switch. The headlight out lamp is on. I put a different switch that I know worked fine and it's still 3volts with the indicator on.
