Missing clip/part

I am rebuilding my engine again and there is a part I forgot to put back in the engine and I am all the way up to having just riveted the timing chain. Yes that sounds bad but I'm thinking it may be not very important since I can't find a picture of it anywhere in the manuals or on-line. A picture of it is below. I believe it goes in the case which I really don't want to take back apart to put in this clip especially if it doesn't really do anything. Does anyone know what this clip is for and what its purpose is and of course also what problems, if any, would it cause if it wasn't installed?

I forgot that on my new engine.....even after i wrote a note...no il eff ects wihout. If i have tje head off again ill put it back.
