Today I was able to work the engine with a socket wrench and work the kick starter. The fuel shut off valves now move freely, along with the throttle and starter switch. All of that was frozen when I bought the bike 5 days ago. One of you mentioned the side oil strainer. Where is that located? I want to change the oil next. I also cleaned and filled the battery with distilled water. I am charging it now. What should I do next?
 
The side oil strainer is under the small round cover in the right hand side. Remove also the sump plate on the bottom of the engine and check/replace the oil strainer which most likely is damaged.

Check the strainers (and get fresh oil) before you start the engine.

Make sure there are fuel filters between the petcocks and the carburetors.

If you don't have a manual, get one...!

Good! Have you drained/rinsed the tank (is there any rust inside?) and disassembled/cleaned the petcocks?

Drain and take off the float bowls of the carbs. If they are less than very clean you should thoroughly clean the carburetors.

Are the air filters clean?
