Need help sizing rims.

I have a 79 xs650 that is completely dismantled, I'm trying to size my rims for tires. I have measured the rims and makes me wonder if I'm doing it right. Thanks.

A stock front rim should be 19 inches......work the tape measure to where it reads 19 inches for that front rim and then use the same points for the rear and it should read 16 inches.

You're needing to measure where the tire sits IN the rim.....
 
Yes, those appear to be the stock wheels from the '79 Special II, a 19" front and 16" rear. The rims should be non-shouldered alloy, the only year and model that used this particular type of rim.
 
Thanks guys. I wanted a second opinion, this is my first bike and I'm loving it already. I bought it completely stripped down and used the search tool for most things so far but there are some that I'm just not 100%.
