no vin number just neck is stamped.

I dont know it this a dumb question or not but im trying to get a title 42 on a bike and i needed the vin number, but thier is no number but some numbers stamped on the neck is this the vin number?

Yes on the right side of the neck running from top to bottom.

mines only like 9 characters long, is this right?

Yes the vin's used to be nine characters. You will need to know the year of mfg.
You can look that up in the tech section.
Are you using the place up in Guthrie? Good folks to deal with.
A call to them might help.
