Only one removable screw on BS38's?

I took off and cleaned my 79 BS38's did a bench sync and installed my new JBM boots without vacuum ports. I noticed the carbs only have one removable screw on the left carb to put in a vacuum barb to complete a manometer sync. Can I sync the carbs with only one vacuum barb on the carbs? Any guidance would be greatly appreciated, I am stumped.
 
No, you can't sync them with only one barb on one carb. Each carb should have the port. The one on the right carb is on the outboard side, on the choke housing, shown here with a barb installed .....

Before I did that I would look on the other carb. It could be the choke plates got changed/removed and not put on the correct carbs.
Look at 5twins pic. Then check the inside of the left carb for the threaded and capped choke plate.
