Rear brake - wheel shifts when braking?

HI all,

1980 Special, TC Bros hardtail:

When I apply my rear disc brake, I feel a very slight shift of the entire rear end a bit to the right (as I'm slowing to a stop). There's no play or slop in the axle or wheel from left to right, the chain is at the proper tension. This is with the stock chain tensioners, both are set equal on both sides.

I've heard of this happening once the swingarms bushings go bad, but mine is a hardtail.

Any ideas?

Did you setup the rear axle with the appropriate 3/4" washers per TC bros instructions?

Is your brake stay walking? Caliper tight?

Is the rear axle loose? Adjusters set?
 
I'm following this one because my RD does the exact same thing and I haven't been able to figure out why.
 
block rear wheel up off the ground, start engine and put it in gear to get wheel moving apply brake and watch to see what and where is moving
