I am planning on running two 21x1.60 Excel A60 rims on my XS. I am looking for the widest tire I can possible fit to the 21x1.60 rim.
Would a 3.00 tire fit, or is a 2.75 about the widest I could go on these rims?

90/90-21 is sthe widest tire. It says a 1.85" wide wheel, but it should work OK on a
1.60". Why are you choosing such a narrow wheel. Wider is generally better?
I am going to run 21" in both front and rear. Going for more of a "board tracker" style, and 21" rims are generally narrow since they are used for fronts.
I used a conversion for the 90/90 and it comes up with both 2.75/3.00 for the tires.
2.75/3.00 for tires, but the inside wheel width required is 1.85. Check the Bridgestone attachment or any other tire mfg. you want, but they all be the same or very close. I'm sure you will be OK with 1.60 if thats all you can get.
