Are these necessary? The bike I purchased (1981) actually didn't have them when I bought it from PO so I didn't get new ones when I rebuilt.

Well, they were speced from the factory as original equipment. They go on the 4 lowest screws, the ones that sit below the oil level, probably to help prevent leaks. If you have no leaks then I guess you don't need them. Honestly, this is the only Jap bike I've ever found them on. Many others have the same sorts of covers with some of their screws below the oil level but don't use any washers.

I honestly have to have the side cover screws uncomfortably tight to prevent leaks on my bike without them.... I recommend them.
