Starter Block off kit blocks gear meshing. Problem or No???

Howdy, I've got a 1981 special ii, and I'm doing a bit of work on it. I got the starter block off kit from mikesxs as i didn't want to mess with rebuilding the starter and just go without. I was wondering if I could alleviate the two small idler gears in the area where you take off the starter that it would normally engage. With the block off spacer, it does not allow the gears to mesh with the gear protruding from the lower gearbox area, it pushes it out about a quarter of an inch or so, just enough so they no longer are able to engage, which shouldn't be a problem since there wouldn't be a starter to engage them anyhow correct?
 
The gear set on the cover behind the front sprocket can be left out when you install the block of kit.
You mentioned rebuilding the starter. Does it not spin when you push the start button or does it spin and not engage to turn the engine?
If it spins and won't engage then the starter is fine, The spring on the gears behind the clutch needs adjusting.
A search for starter not engaging will find the answers.
