You can remove the adjuster screw and plunger assembly (parts 19-22 or 14-17) and check. The assembly will pull out and nothing will fall down inside or anything. You'll want to see something like this .....
Quit fooling with your valves for a few minutes and check/set the cam chain. It should be done before you do the valves anyway. The cam chain spins the cam which opens and closes your valves. If it's way loose and sloppy, that could throw the valve timing off.
