There is what looks like a little plastic tool box that goes there, which contained a lock and chain from the factory for locking your bike up. You can find those boxes on eBay.
It looks like this. The bottom hole mounts to the threaded angle in your pic with a screw. Note the hole on top with the grommet.
The hole on top with the grommet is for mounting this little plastic side cover, which you are also supposed to have.
The little loop on your frame in your pic fits in this slot in the box. Note the little plastic stud on the far right in this pic. That fits in a hole and secures the box along with the bolt.
$14 for the box in the pics, including shipping. I'll add the little cover for another $10. PM me if interested. BTW, there is supposed to be a similar little plastic side cover on the other side. It is super rare, and very expensive. Try to get along without it, unless you are doing a show bike restoration.
Your '81 got that little box but not that extra little side cover. The box DogBunny shows is for the '82-'83 models. The one for your model wouldn't have that side cover mounting tab with the grommet in it.
