Wheel Spacers - Purpose?

So I was putting together the mag wheels on my project and went to install the internal spacers in the wheel and after looking it over, I couldn't decide what they do actually. The bearings all have lips to sit on so it's certainly not to space the bearings or support load. So, why did they put these on the bikes? Seems like dead weight to me.
 
The spacers do space the bearings. Without them you will have stress on the bearings where stress should not be, in essence your bearings will be unsupported and short lasting, also a good chance of the bearing freezing and spinning inside the hub casting.
