wiring mess needs help

I replaced the handle bars on my 81 XS650 so I could mount a new m/c to start get front brakes working and no longer have anything when I press the starter button. Kicks over great, but starter button does nothing now. Could this be a ground issue? The new bar is painted black, could that make a difference? I do need to do something with the wiring as the p/o cut off the turn signals and I can't find the positive side of the wires + the original fuses need to be replaced. Lights are wire nutted without a fuse, ignition spade is broken and fuse is wedged into place. Is a replacement fuse panel or wiring harness from Mikes worth the money or should I replace the fuse box myself (that is easy enough) and forget about signals for now?
New at this and want some seat time soon.
 
Thank you for the help, the switch is working again! Next task is getting a working headlight mine is burned out high and low beam, and mount front brake parts... wish me luck as I work on it when I can find a few min.
