XS2 front end assembly

I am starting to put my XS2 front end back together after disassemble,cleaning and polishing.
Should I install the brake lines or install the front fender first?
Might seem like a stupid question but it just seems like when I assemble something that I end up taking it apart because I needed to put something else on first.

Fender first.... loosely.... brake hose can be add'd later…. the reason I left the fender loose..... I secure the forks to specs... top trees… axle-wheel..... then the front end is squared away without the fender (being tight) affecting the fork alignment… I have no idea if it makes a difference. But that's my thought...
