Crosleyguy (Chuck), you might have a weak trigger magnet on the rotor. Do a forum search on "rare earth magnets", and see if the symptoms/solutions in those threads make sense...

Quick check for what 2M mentions is try running it for a bit with the voltage regulator unplugged see if it will rev then. measure coil primary and secondary resistance. Have the plugs been replaced? check plug caps.
