In a nut shell, passivating Is {only done on cheaper stainless steel}. It removes iron particles or iron contamination from surface of the part. Yes cheaper stainless steel will have iron, Thats why cheap stainless steel will rust if not passivated. You do not passivate steel, You would eat it...
