I rode my xs to work today for the first time and the front end seems very bouncy on the highway around 60ish. Only have around 140 miles on the bike. I rebuilt the forks and I'm using 15w oil 6oz per side. Any suggestions? It's hardtailed so is that just how they ride?

Is the choke supposed to stay out on it's own on bs34 carbs? When I let my lever go the choke pulls back in and just wanted to make sure I wasn't missing something.
