3.5 front tire?

I just reviewed my references and the 70 and 71 used the 3.25 tire, after that most years use a 3.50 x 19 front tire.
Most tires now use a metric number. A 100/90-19 is a good size. A 110/90-19 works too.
On the rear a 110/90-18, 120/90-18 maybe, depends on the tire. Some 120's fit some don't.
If yours is new enough for a 16 inch rear then a 130/90-16 is the right size.

I have a spoke 19" front rim I think from a 1980 special but Im not 100% sure. There was no tire on the rim either, what is the best way to measure the width? Seems like 3.25 vs 3.5" would be easy to mismeasure.

It should be marked right on the rim by the valve stem if spoked, on one of the spokes on a mag. Something like 19x1.85. The 19 is diameter, the 1.85 is the width.
To measure the width , measure between the lips of the rim where the beads seat.
