best paint for engine

hey i bought a xs650 and the motor was painted flat silver i wanted to paint it gloss black and have the ends of the cylinder fins bare metal. the motor as it sites right now is very clean, i want it to look very clean. should i sand all the paint thats on it now off? whats the best gloss black finish paint i should use? and how should i get the paint off the tips of the fins
