clutch won't go to 1st after I start the bike in neutral?

I've been having a problem with the gears changing from neutral to one. For some reason it keeps getting stuck. Any ideas guys?

With the bike up on the center stand, turn the rear wheel by hand and try shifting.
Does it shift through the gears?

Define stuck? In neural? in first the shift lever literally won't move? or it seems free but won't go to neutral? Bike in a mud hole? will it shift if you roll the bike back and forth engine off? Have you read up on and done ALL the clutch worm, free play adjusting in proper order? Done the cable routing, lube maintenance items?
