In the attached image where the arrows are pointing, are these brass fittings simply for drain lines that merely require short sections of tubing?

I disassembed my carbs so long ago that I've forgotten some very basic stuff...

I don't think they are drains, I am pretty sure they are really vents. Although they came with short hoses from the factory, they really don't need hoses at all.
 
DogBunny is correct. The main reason they have hoses is to keep debris, dust, etc. from getting into the carbs.

To follow-up: What type tubing material is preferred or recommended for fuel lines? The black stock variety or the clear Tygon variety? I'm sure there's lots of opinions out there...

Black rubber hose is better. Clear Tygon tends to harden, and then leak.

I second that I always use black prubber hose I've tried the clear and colored clear lines on customer rebuilds and they always come back complaining about them leaking and cracking and then they get the "I told you so" speach
