High RPM"S at idle

I finally got this bike running right, but I set the idle to 1100, and it will go to about 2K at stops after warming up. I can reach down with my hand and push the throttle down to the stop and it drops, but it returns if I let go. What should I check first? 78 XS650S, completely stock other that pods. I did change the bars to lower ones, so I was thinking it could be a cable routing issue. Thanks!
 
On your 78 the carbs are linked. It could be the sync is off. One side is set faster than the other. When you push the throttle closed you twist the one side down enough to compensate, when you release it, it goes back. Do a carb sync.
If you suspect a cable lube it, use the oil method as talked about in the manual. The spray lube stuff is a waste of time. Check for tight bends, the cable should run as straight as possible. Check for proper adjustment. Should have about 1/8 inch or a bit more free play. The book explains this too.
