Iowa Dept of Transport sticker info

My 79 XS650 2F import has this old 1981 DOT sticker on the rear fender.

I'd be interested if anyone could tell me anything about it. Is it possible to trace the history of a bike? like where initially sold and original owners etc ?
I'm always interested in the history of my aquisitions.

It is the state safety inspection sticker done on the 8th of Apr '83.
The MC# is relative to their records system. They should be able to say that # was issued to a certain inspection station and they would have had the written copy of the inspection. BUT dude that was 30 yrs ago. Is the place still in business? And would they have kept such a record? Could they share that info now if they had it?
It used to be you could ask for the previous owners name and number if you were looking at a used car and the salesman was happy to oblige. Not any more. Privacy Laws.

yeah I guess its unlikely but then I am not familiar with the testing law and policies etc in the US so I thought nothing ventured .......

In the UK much of this info is still available ,often through clubs and the licencing authority.
