Lost title

I have a lead on a 72 in great shape and almost all original but the guy selling it, a local repair shop, said he doesn't have the title or registration from the previous owner whom has passed. Is their any way I can register this bike or is it niw just good for parts?
 
Since he has a repair shop. I think he can put a lien on that bike for unpaid work. Then he can apply for a title for that bike. So he can sell the bike for the work he did. I THINK.

If he is dead it shouldnt be a problem as long as there are bills of sale. The dmv should be able to check pretty easily for you. In oregon its a f-ing head ache. not worth my time. laws as mentioned may be different for your area.
