clearances seem fine between the two rotors. Once I tighten the screws it will not turn?

Any advice?

Hard to tell from this angle but do the rotors stand below flush with the body of the pump. With the rotors down in the pump body place a straight edge across the pump body. I don't recall the exact spec but on my 75 with the straight edge across the rotors setting on the body I could just get a .0015 feeler gauge blade in there. It was very snug. There should be a bit of clearance. If you find you have none, You might try polishing the rotors and body a bit.
With the pump body in hand, rotors and shaft installed, can you spin the rotors? If not per haps there is a burr somewhere on the body or rotors.
