And yep, that's a Radian swing arm that's been shortened (per dimensions in the other thread). It has a 17mm axle. I'm not sure on the exact measurements of a XS650 set-up. You may need to move the shock mounts to get the proper angle.
These are the bearings for to make that hub work on a 17mm axle:
2x 17x47x14mm bearings (part #63032RS)
1x 17x42x12mm bearing (Honda #91003-KRM-841)
The Honda part number is the only tricky one to track down. It's an internal transmission bearing from a XR650. You can get them, just expect to pay a little more for it.
Here ya' go. I also have a larger caliper bracket if I ever wanted to put a larger diameter rotor on it (would probably foul on the shock, however... the caliper might need to be shaved a bit if I did that).
