From looking at the diagram you posted the black wire from your brush should go to ground.

Did you run a ground from the body of the reg/rec to ground? This may help. The high voltage indicates the body needs grounding.
The reg/rec will get warm. It shouldn't get burn your fingers hot. It's probably doing that because of the too high voltage.
The black ground wire should go back into the harness ground. The brush grounds through the three metal screws to the stator, from the stator to engine, engine to frame, frame to battery. The black wire is a harness ground.
