Did you loosen the bolts? Just kidding. Try some PB blaster on the trees and carefully pound out with a rubber mallet.
 
Are you just removing them or do you plan on rebuilding them. If you are rebuilding them. first loosen the upper tree clamp bolts. This relieves the pressure of the clamping bolts on the tube, thus releases the pressure of the tubes on the cap. Now loosen the caps.
Once this is done loosen the lower tree clamp bolts. Now the tubes should slide down out the trees. If not spray liberally with the penetrating lube of your choice. Let set for awhile. Let the lube do its job.
If they still are stuck, use a flat bladed screwdriver, one for the top and bottom tree. Drive them into the gap on the tree were the clamp bolts was. This opens the tree a bit and should let the tube slide right out.
