If I am installing a Heiden oil filter kit do I still need a Sump Oil Filter? Mine is torn and needs replacing but was wondering if I still need it.

Yes. The sump strainer is there to prevent any debris from being sucked into the pump, and damaging it. Like in all other pressure lubricated engines in cars, bikes, etc.
Which Heiden oil filter kit are you fitting? I think he has one that fits on the r/h side of the engine, and another that replaces the sump filter.
Heiden has at least 2 oil filter setups. One that uses a small Honda filter, in a special housing bolted where the stock filter is. And the other is an adapter, hoses, and remote canister filter, normally fitted fwd of the engine. And also 2 versions of the sump strainer. One is a repop of the stock strainer, the other one is a cylindrical strainer that is supposed to be better.
I have the one that fits on the R/H side.
