Since it has a split ring lockwasher I'll just snug it till flat.
sidebar: 6x20 allen head will fit under the drive gear no problem if you want to get rid of the phillips head screws.

Just looked in my Haynes manual, but nothing found. If the thread is 6 mm then using 7 ft-lbs is safe.
